chore: Update wgpu to v25 (#36486)
Updates wgpu to v25 and remove some verbose logging from CTS (that also causes OOM). Testing: WebGPU CTS --------- Signed-off-by: sagudev <16504129+sagudev@users.noreply.github.com>
