Make DOM geometry structs serializable (#38828)

Browse source 
Makes the following DOM geometry structs serializable:
- `DOMRect`
- `DOMRectReadOnly`
- `DOMQuad`
- `DOMMatrix`
- `DOMMatrixReadOnly`

Testing: Covered by WPT (`css/geometry/structured-serialization.html`).
