Auto merge of #9824 - danlrobertson:element1, r=asajeffrey
Add the scrollWidth and scrollHeight extensions to the element interface Add the `scrollWidth` and `scrollHeight` extensions to the element interface. My goal was to create a method that encompassed getting `scrollWidth`, `scrollHeight`, `scrollTop`, and `scrollLeft`.
