Add support for WebGL2 clear buffer operations
Adds support for the following WebGL2 methods: - `clearBufferfv` - `clearBufferiv` - `clearBufferuiv` - `clearBufferfi` See: https://www.khronos.org/registry/webgl/specs/latest/2.0/#3.7.11
