ImageBitmap::new returns without Fallible (#37114)

ImageBitmap::new always returns Ok. Simplify it by changing to return
DomRoot<ImageBitmap> directly.

The #[allow(dead_code)] seems unnecessary. This patch also removes it.

Testing: No test is needed.
Fixes: #37105
