Auto merge of #11200 - paulrouget:quit-on-escape-pref, r=asajeffrey

Make quit-on-escape optional

For browserhtml, we don't want Servo to shut down when the user presses the escape key.

- [x] `./mach build -d` does not report any errors
- [x] `./mach test-tidy` does not report any errors
- [x] These changes fix #11194

Either:
- [ ] There are tests for these changes OR
- [x] These changes do not require tests because I don't know how to test shutdown and how to dispatch a non-DOM key event
