Implement StaticRange (#31809)

* Add DOM interface for AbstractRange

* Add DOM interface for StaticRange

* Update WPT tests for StaticRange-constructor.html

* Fix formatting

* Add AbstractRange & StaticRange in interfaces.html

* rebased the code and fixed the failures
