Rename metadata directories
This renames: - `tests/wpt/metadata` → `tests/wpt/meta-legacy-layout` - `tests/wpt/metadata-layout-2020` → `tests/wpt/meta` - `tests/wpt/mozilla/meta` → `tests/wpt/mozilla/meta-legacy-layout` - `tests/wpt/mozilla/meta-layout-2020` → `tests/wpt/mozilla/meta`
