Shared Sniffer Task

- Added TargetedLoadResponse and ResponseSenders
- LoadData constructor contains the next consumer which means
  SnifferManager doesn't need the next consumer to start
- New SnifferTask is created at new resource_task creation
- Update Unit Tests
