Use a VecDeque to manage timers

Profiling speedometer 2.1 on a quad core Intel N100, we spend quite
some time in Vec::insert when adding new timers. This is mostly
because one of the tests creates a large number of timers (> 10k).

Switching to a VecDeque solves that and gets a ~2% score improvement
on that device.
