Auto merge of #18809 - Eijebong:bitflags, r=nox

Update bitflags to 1.0 in every servo crate

It still needs dependencies update to remove all the other bitflags
versions.

- [x] `./mach build -d` does not report any errors
- [x] `./mach test-tidy` does not report any errors
- [x] These changes do not require tests because it's a dependency update
