Auto merge of #26476 - jdm:xr-emulator-surfman, r=Manishearth
Use an appropriate graphics adapter when openxr is present.

The surfman upgrade broke our fragile process of choosing a graphics adapter that is always compatible with openxr. These changes ensure that won't happen in the future.

Depends on https://github.com/servo/webxr/pull/174.

3b0619aedd Move most animation processing to script
This is preparation for sharing this code with layout_2020 and
implementing selective off-the-main-thread animations.

We still look for nodes not in the flow tree in the layout thread.

Auto merge of #26407 - mrobinson:animation-restyle-model, r=jdm
Have animations more closely match the HTML spec

These two commits do two major things:

**Have animations ticks trigger a restyle**: This corrects synchronization issues with animations,
where the values used in layout are out of sync with what is returned by `getComputedStyle`.

**Tick the animation timer in script according to spec**: This greatly reduces the flakiness of
animation and transitions tests.

Fixes #13865.

b585ce5b1f Use a restyle for animation ticks
This change corrects synchronization issues with animations, by
reworking the animation processing model to do a quick restyle and
incremental layout when ticking animations.

While this change adds overhead to animation ticks, the idea is that
this will be the fallback when synchronous behavior is required to
fulfill specification requirements. In the optimistic case, many
animations could be updated and applied off-the-main-thread and then
resynchronized when style information is queried by script.

Fixes #13865.

Improve devtools output for console APIs

These changes use the new API from https://github.com/servo/rust-mozjs/pull/508 to report meaningful filenames and line numbers for APIs that trigger devtools output. They also cause error messages originating from uncompiled event handlers to report a more relevant filename; this differs from Gecko's behaviour, but provides a more useful debugging experience in my opinion.

Improve devtools experience when navigating

The primary motivation for this work was to fix #15425, and these changes make it possible to use the devtools to meaningfully inspect multiple pages when navigating between them. Navigating through session history is not yet supported.

These changes also include improvements to the dedicated worker support, which broke at some point. We now can observe console messages in workers.

Add experimental hand tracking support

Depends on https://github.com/servo/webxr/pull/162

Adds support for [the experimental hand tracking API](https://github.com/immersive-web/webxr-hands-input/blob/master/explainer.md) (with some tweaks made that I intend to upstream).

This needs https://github.com/servo/webxr/pull/163 to actually run on any backend, however that depends on some openxrs changes.

If folks want to try this out, patch in
https://github.com/servo/webxr/pull/163 and run https://manishearth.net/sand/three.js/examples/webxr_vr_paint.html . You also need to toggle the `dom.webxr.hand` pref.

Add ElementAnimationState and PossibleElementAnimationState

This refactor is preparation for implementing a specification
compliant transitions and animations processing model.

These data structures hold all the animation information about a single
node. Since adding, updating, and modifying animations for a single node
are all interdependent, it makes sense to start encapsulating animation
data and functionality into a single data structure. This also opens up
the possibility for easier concurrency in the future by more easily
allowing per-node mutexes.

8f988be18a Add ElementAnimationState and PossibleElementAnimationState
