Switch from webidl to weedle in script_plugins
This removes the dependency on lalrpop and should speed up compilation
quite a bit.

Add optional ANGLE support to glutin port
Supporting ANGLE in Servo has two important benefits:
* we can actually run Servo instances on our Windows CI machines, which gives us more confidence that we're not breaking it
* we can continue to use OpenGL on devices like the Hololens, rather than creating platform-specific graphical backends

Receive streams in WebRTC (and MediaStreamTrack support)
This adds the `ontrack` event handler to webrtc, and all the `MediaStreamTrack` stuff necessary to make it work.
WebRTC has the ability to group media tracks into streams using MSIDs, but I haven't yet figured out how to do this. For now, `ontrack` should work.
This _should_ be complete, but it hasn't yet been tested (hence the WIP)

Enable evaluating javascript in the firefox devtools console
This enables one to use the Firefox Devtools console to evaluate things in servo.
Steps:
start servo: ./mach run tests/html/about-mozilla.html -d --devtools 6000
start firefox and go to Tools -> Web Developer -> Connect...
Set the port to connect to as 6000
Try evaluating things in the console.

Update harfbuzz to 0.3
`hb_font_funcs_set_glyph_h_kerning_func` is gone but I couldn't find any
replacement. Kerning tests are passing and kerning seems fine on my
computer so I guess it's useless now ?

Remove mozjs dep from malloc_size_of.
This makes making local changes to mozjs_sys much more frustrating than it should be, and blocks merging #22130.

Magic Leap developer ergonomic improvements
These changes allow passing in command line arguments for Servo via a SERVO_ARGS from the mldb terminal when launching the activity, as well as passing in a launch URL as an argument. It also redirects stdout to the ML log, which allows observing the built-in profiler output.

Now servo/media player requires a new parameter for its creator, which
is a trait object that provides the GL parameters needed for setup the
generation of frames as GL textures.
This patch provides a dummy GL context trait object where the code
path will go to the default of raw frames.
Webaudio test expectation also were changed, adding two new failing
tests.
Add Windows x86 build job.
This will make it easier to start working on Hololens embedding work without having to deal with a broken build first.

This includes a `size_of` regression for a few DOM types,
due to https://github.com/rust-lang/rust/pull/58623 which replaces the
implementation of `HashMap` in the standard library to Hashbrown.
Although `size_of<HashMap>` grows, it’s not obvious how total memory usage
is going to be impacted: Hashbrown only has one `u8` instead of one `usize`
of overhead per hash table bucket for storing (part of) a hash,
and so might allocate less memory itself.
Hashbrown also typically has better run time performance:

Still, I’ve filed https://github.com/rust-lang/hashbrown/issues/69
about potentially reducing the `size_of<HashMap>` regression.
