Also update the `html/dom/reflection-metadata.html` test to handle the case where `nonce` does not reflect back to the attribute after an IDL change. Oriol Brufau	fc2eb7bff2	Enable dom_svg_enabled on all tests (#36475) ... This feature is part of --enable-experimental-web-platform-features, so it should be enabled on all tests. This causes some new failures, but mostly it's because the tests were timing out instead of running the failing subtests.
