The signal taken from the requestinit is now passed into
the request object with the relevant steps. I added all
spec comments to this method, as I had trouble figuring
out which steps I had to add.
This required implementing the algorithm to create
dependent signals, which is used in the `any()` method.
So that's now implemented as well.
All of that required the machinery to have dependent and
source signals on an AbortSignal. It uses an IndexSet
as the spec requires it to be an ordered set.

We wouldn't handle the AttributeMutation::Removed for
attribute event listeners and wouldn't remove the
corresponding event listener. Added the necessary
logic (using the newly EventTarget::is_content_event_handler
to correctly only do this for known event handlers) and
added links to the relevant parts of the spec.

Additionally, several methods were updated with
spec comments. That's because the "adopt the document
from the element document" step was missing.
By adding these spec comments, I also restructured
some code to avoid duplication of mutation records
and custom element reaction queueing.
Node.textContent doesn't propagate the error yet,
as that method has a lot of separate callers of
elements that wouldn't fail. I will refactor those
in a follow-up PR to keep things manageable.

Since we don't enable the preference as part of
`--enable-experimental-web-platform-features` yet, we don't run any
automated tests for the AbortController feature. This change means that
we at least explicitly test the interface.

- Updating the WheelEvent initialization to correctly handle keyboard
modifiers when the wheel event is triggered. The changes ensure that the
modifiers (Ctrl, Alt, Shift, Meta) are properly set based on the current
state of the keyboard when the wheel event is created. This is
particularly important for scenarios where the wheel event is influenced
by key presses, such as scrolling with the Ctrl key pressed to zoom in
or out.
- Updating the `screen_point` and `client_point` as it was always 0,0
before. Now, it shows the correct position of the mouse pointer while
triggering the wheel event.

I've seen two multiple runs failing that reported this test as stable
FAIL (and in worst case it's intermittent TIMEOUT, but it does not look
like it). We also disable HOS in CI, because they currently do not work:

A recent update in the spec (https://github.com/whatwg/dom/pull/1079)
introduced new rules for name validation of attribute, element, and
doctype. This PR implements the new name validation rules in
`components/script/dom/bindings/domname.rs`. The old XML name validation
rules are not fully removed because there remains a few usage of it in
`ProcessingInstructions` and `xpath`.

Exclude CDATASection nodes from Node::normalize. I made it under the
assumption that CDATAs can't have children so we don't need to go into
the `else node.Normalize()` branch on line 3485 with them, hope this is
correct.

Per [spec](https://dom.spec.whatwg.org/#concept-node-insert), adoption
of new node should be done while inserting the node. This patch moves
the call site of `adopt` to inside `insert` to match it.
It also rewrites some existing code to better match the spec without any
behavioral changes.

The logic in LoadBlocker::terminate was modified in #34122 to `clone`
the LoadBlocker's inner `load` member instead of `take`ing it. However,
this member serves as a flag so that `LoadBlocker`'s Drop impl can avoid
calling `doc.finish_load` on already terminated loads. The change
results in
unnecessary 'unknown completed load' warnings when Servo is run with
logging enabled.

* Implement fast path for Node::assign_slottables_for_a_tree
assign_slottables_for_a_tree traverses all descendants of the node
and is potentially very expensive. If the node is not a shadow root
then assigning slottables to it won't have any effect, so we
take a fast path out.
