This adds basic support for `text-transform` in a way that is more
complete than legacy layout. There are still many missing elements of
proper `text-transform` support such as:
1. Support for `full-width` and `full-size-kana`
2. Support for grapheme based uppercasing, lowercasing, and
capitalization. These are all done per-code point right now.
3. Support for the language-specific `SpecialCasing.txt` cases for case
mapping such as the ones for Irish and Turkish.

This adds an initial implementation of font fallback, on part with the
one used in legacy layout. There are still issues. For instance, font
matching is done per unicode character rather than based on graphemes or
the shape first approach of Chrome. The idea is that these changes can
be made later.
This adds support for table `border-spacing` property. Note that we do
not yet support the collapsed border model.

* layout: Implement support for `line-height` and `vertical-align`
This is an initial implementation of proper `line-height` and
`vertical-align` support. While this change includes the bulk of the
work there are still many missing pieces for full support. In particular
some big missing things are:
- Flex containers do not properly compute their baselines. The idea is
to tackle this in a followup change. This causes various flex tests
to start failing because everything used to be top aligned.
- The implementation of the line-height quirks (only active in quirks
mode) are incomplete. While the quirk works in many cases, there are
still some cases where it is handled incorrectly. This requires more
redesign and refinement, better suited for a followup.
- Most of the features are CSS 3 such as precision control of the
baseline and first and last baselines are not implemented. This
change gets us close to CSS 2.x support.
While there are many new test passes with this change some tests are
starting to fail. An accounting of new failures:

Garbage collection means that the worklets might drop after the script
head has been cleaned up. The worklet now caches the thread pool in the
DOM object itself which should prevent it from needing to access script
thread TLS when being cleaned up. The value is stored as a OnceCell to
maintain the same lazy thread pool creation pattern as before.

Earlier versions of inline layout in the new layout system did not
properly support line breaking when unbreakable segments spanned
multiple inline boxes. This change updates inline layout to add support
for that. Now items are added to an unbreakable segment before being
committed to a line.

Improve the calculation of the block size of line boxes and all their
component elements. Even empty spans can increase the size of the line
based on their font-size. Elements that have a line-height should
increase the block size of the line, but that setting should not effect
their own size.
In addition to the new passes there are some new failures
Failing because a progression exposes the real issue these tests are
testing:
- css/css-color/t32-opacity-offscreen-multiple-boxes-1-c.xht
- css/css-color/t32-opacity-offscreen-multiple-boxes-2-c.xht

Main frame scrolling after the WebRender upgrade was broken because the
main frame no longer has content size content bounds and quirks mode
leads to a body with zero height.
Fixes#30368.
Refactor the scrolling and scrollable area calculation on the window
object, to make it better match the specification. This has some mild
changes to behavior, but in general things work the same as they did
before. This is mainly preparation for properly handling viewport
propagation of the `overflow` property but seems to fix a few issues as
well.
There is one new failure in Layout 2020 regarding `position: sticky`,
but this isn't a big deal because there is no support for `position:
sticky` in Layout 2020 yet.

This test was made before the use of WPT tests, much less WPT
crashtests, but it was originally made to test a crash. Initially, it
had an empty result, but text was added. The new reference for the test
relied on the bad float layout of legacy layout so was always incorrect.
This change converts the test into a WPT crashtest.

* Fix `mach test-wpt` to make crash tests work
There are two issues related to crash tests:
1. test-wpt is unable to find existing crash tests even when
called with --test-types=crashtests. The fix here is to
add crashtests to the default test suite types to python/wpt/run.py
2. When running in headless mode, crashes in style threads
don't cause servo to crash because the logic in constellation.rs
currently calls handle_panic only when the top-level browsing
context id is some value. Since style pool threads are shared,
they always generate Panic messages with None as top-level
browsing context id.

* Send bactrace to stderr and capture it in test runner
Servo's panic hook writes backtraces to stdout. This
patch changes it so they are written to stderr.
The crash test executor for servo in WPT grouping formatter
was also not capturing the output correctly for crashtests
as the log events were being aggregated based on thread name
which doesn't seem to match correctly in case of crashtests.
This patch also fixes the log grouping logic to be based on
test name.

Most tests were only being run for layout-2013, not for layout-2020.
This wasn't great since layout-2020 is now the default.
So this patch unifies the lists of included tests for both layouts.
For layout-2013 this implies adding css/css-content/, css/css-logical/
and css/css-masking/clip/.
For layout-2020 this implies adding several additional css tests, and
also tests like dom/, js/, html/, etc.
In the first phase, we gather LineItems and then when we have enough to
form a line we turn them into Fragments. This will make it possible to
more simply implement `vertical-align` and `text-align: justify` because
we need to measure the different aspects of the candidate line and then
produce a Fragments.
This is a general refactor of the way that inline layout works, so comes
with some progressions. In addition there are some new failures.
New failures:
Some tests are now failing because only the test or reference is getting
proper line height when it wasn't before. These should be fixed in a
followup change that properly calculate line-height in more cases:
- /_mozilla/css/list_style_position_a.html
- /css/CSS2/floats/float-no-content-beside-001.html
- /css/css-content/pseudo-element-inline-box.html
- /css/css-flexbox/flexbox_flex-none-wrappable-content.html
Some tests are now failing because floats are now placed properly, but
are no longer in their inline box stacking contexts. These will be fixed
by a followup change which properly parents them:
- /css/filter-effects/filtered-inline-applies-to-float.html.ini
- /css/css-color/inline-opacity-float-child.html.ini
One test is failing due to floating point precision errors:

* Add initial support for css-text-3 whitespace handling
This adds initial support for whitespace handling from the CSS
specification for Layout 2020. In general, the basics are covered. Since
test output is very sensitive to whitespace handling, this change
incorporates several fixes:
1. Whitespace is collapsed according to the Phase 1 rules of the
specification, though language-specific unbreaking rules are not
handled properly yet.
2. Whitespace is mostly trimmed and positioned according to the Phase 2
rules, but full support for removing whitespace at the end of lines
is pending on a temporary data structure to hold lines under
construction.
3. Completely empty box fragments left over immediately after line
breaks are now trimmed from the fragment tree.
4. This change tries to detect when an inline formatting context
collapses through.
Fixes#29994.

CSS viewport removal
It was removed from the spec and it's disabled everywhere.
This also removes the meta viewport support (which was implemented on top), but that also had a single test and is disabled everywhere, so I'm not too concerned, it can be implemented again if / when needed.

Previously, final float positions were calculated when their parents
were positioned. This prevented proper positioning of absolute children
of floats with static insets, because they accumulate offsets as they
are hoisted up the tree.
This change moves the final float positioning to
`PlacementState::place_fragment` for the float itself so that it happens
before any insets are updated for hoisted descendants. In addition to
simplifying the code, this makes it a bit more efficient. Finally,
floats are taken into account when updating static insets of hoisted
boxes.
Fixes#29826.
Prevent margins from collapsing through when separated by clearance
This fixes#29884 and improves #29896.

Fix two issues around floating a root element:
1. In the StackingContext code handle the case where a root element is a
Float fragment and not a Box fragment. This fixes a debug assertion
failure in the css/CSS2/float/float-root.html test.
2. When initializing the SequentialLayoutState, use the containing block
width as the maximum inline float placement position instead of
infinity. This fixes the rendering of css/CSS2/float/float-root.html.
Note that css/CSS2/float/float-root.html was passing before, because
both the test and reference were subject to the same bug. This fixes a
couple other tests as well.
