- Make feature flag of smallvec global.
- Removed unused dependency of thinvec.
- Removed unused flag of hyper-util.
Reduces the binary size by an astonishing 3.352k.

This change adds support for rendering static SVG images using the
`resvg` crate, allowing svg sources in the `img` tag and in CSS
`background` and `content` properties. There are some limitations in
using resvg:
1. There is no support for animations or interactivity as these would
require implementing the full DOM layer of SVG specification.
2. Only system fonts can be used for text rendering. There is some
mechanism to provide a custom font resolver to usvg, but that is not
explored in this change.
3. resvg's handling of certain edge cases involving lack of explicit
`width` and `height` on the root svg element deviates from what the
specification expects from browsers. For example, resvg uses the values
in `viewBox` to derive the missing width or height dimension, but
without scaling that dimension to preserve the aspect ratio. It also
doesn't allow overriding this behavior.

Add memory reporter integration for the fragment and box trees that are
persisted in the layout thread.
Testing: Looked at the numbers for https://servo.org and
https://html.spec.whatwg.org/. The former was very small, but the latter
was 700mb.

Now that Stylo considers `servo` as the default feature, Servo doesn't
need to specify `features = ["servo"]`.
Also use the same crate names as Stylo, rather than renaming them with
`package`.

Instead of setting up a route for every image load in the DOM / Layout,
route all incoming image cache responses through the `ScriptThread`.
This avoids creating a set of file descriptor for every image that is
loaded.
This change requires having the `ImageCache` track the `PipelineId` of
the original the listener so that the `ScriptThread` can route it
properly to the correct `Window`.

The QualName type which MallocSizeOf is implemented for is a markup5ever
type which is re-exported in both html5ever and xml5ever.

This is unfortuante, but it's the only way to stop making Stylo's
`malloc_size_of` depend on so many of Servo's dependencies. This is an
important step on the way toward releasing Stylo as standalone software.
When possible, we defer to the implementation of `MallocSizeOf` that is
in the base class.
One benefit of this change is that we start properly measure the size of
WebRender types, which before were always set to zero.
In addition the `Measurable` class is removed in favor of simply
manually implementing `MallocSizeOf`, which doesn't require
uncomfortably modifying the shape of data structures.

* Remove packages that were moved to external repo

* Update commit to include #31346
* Update commit to include servo/stylo#2
* Move css-properties.json lookup to target/doc/stylo
* Remove dependency on vendored mako in favour of pypi dependency
This also removes etc/ci/generate_workflow.py, which has been unused

* Add temporary code to debug Windows test failures
* Fix failures on Windows due to custom target dir
* Update commit to include servo/stylo#3
* Fix license in tests/unit/style/build.rs
* Document how to build with local Stylo in Cargo.toml
This allows to clean-up the previous patches by using a single ThinVec
(which stores length / capacity along with the allocation).

Add a dom/base/rust crate called just "dom" where we can share these.
Most of the changes are automatic:
s/mozilla::EventStates/mozilla::dom::ElementState/
s/EventStates/ElementState/
s/NS_EVENT_STATE_/ElementState::/
s/NS_DOCUMENT_STATE_/DocumentState::/
And so on. This requires a new cbindgen version to avoid ugly casts for
large shifts.

This is a step toward upgrading WebRender, which will be upgraded and
patched in the `third_party` directory. This change vendors the current
private branch of WebRender that we use and adds a `patches` directory
which tracks the changes on top of the upstream WebRender commit
described by third_party/webrender/patches/head.
The only remaining consumers are ::-moz-tree pseudo-elements (we used to
use ThinBoxedSlice for other data structures in the past).
Those are not particularly performance sensitive so I think just
double-boxing is fine. In the future, if we wanted to avoid the double
indirection, we could probably use the "thin" crate
(https://docs.rs/thin) or similar, which stores the length of the slice
along with the allocation, making the pointer thin in all
configurations, much like "ThinArc" does:
https://searchfox.org/mozilla-central/rev/1ce2eea39442190a71a1f8f650d098f286bf4a01/servo/components/servo_arc/lib.rs#891
In practice though, I don't think it's particularly worth it for this
specific case.

This will ultimately make it simpler to update crate dependencies and
reduce duplicate when specifying requirements. Generally, this change
does not touch dependencies that are only used by a single crate. We
could consider moving them to workspace dependencies in the future.
- Also updates raqote to latest with an upgrade of font-kit to 0.11
applied on as a patch
- Update lyon_geom to the latest version
Major change:
- All matrices are now stored in row major order. This means that
parameters to rotation functions no longer should be negated.
- `post_...()` functions are now named `then()`. `pre_transform()` is removed,
so `then()` is used and the order of operations changed.
