I updated webidl, and all changes that bring, currently we still not
support float16array (there is no support in FF either). Most notable
change is refactored new_*/Constructors methods, that should now handle
HeapBufferSource more properly (with less unsafe).

A document's named getter collects elements with either matching name or
id's (varies per element type) and returns them .
We implement this the following way:
* Create an iterator with elements whose `name` attribute matches
* Create an iterator with elements whose `id` attribute matches
* Concatenate both
The spec then asks us if there is more than one element in the list,
which we implement by checking whether the iterator returns `None` after
we get the first element. However, the same element can appear in both
iterators if it is a `img` element and both it's name and id attribute
match. Therefore, we need to check if there are more elements *which are
not equal to the first one*.

This presentational hint either sets the width values of all borders,
removes the bottom border or sets the height of the element, depending
on the context.
This change also implements the corresponding idl attribute (and the
`noshade` attribute, which does nothing in html5)

Add mock SVGImageElement interface to fix TIMEOUT WPT tests
which are related to ImageBitmap (html/canvas/*).

Rationality of this change to fire event "error" on any attempt to fetch
image resource on href attribute change to not block WPT tests
execution.
Some WPT tests use the legacy namespace attribute "xlink:href", so
support for it was added to source code.

Previously, spans were partially clamped during layout, but this means
that accessing and setting these properties via script wouldn't behave
according to the HTML specification. In addition, the value wasn't
floored in layout, so could lead to panics. This change improves
clamping and moves it to script.
Testing: This change includes a new WPT test.

Implement
[disentangle](https://html.spec.whatwg.org/multipage/#disentangle)
Remove bespoke gc logic which now becomes unnecessary.
Adds a wpt test that hits the "disentangle while in transfer" logic.
Updates streams code, fixing an error where disentanglement is
conditional on an error.
Test coverage: there are existing tests in
`/webmessaging/message-channels/close-event/explicitly-closed.tentative.window.js`
for the no transfer case, and the simple completed transfer case, and
this PR adds a test for the more complicated transfer in progress case.

Among other things this adds a new `EmbedderMsg::ShowSelectElementMenu`
to tell the embedder to display a select popup at the given location.
This is a draft because some small style adjustments need to be made:
* the select element should always have the width of the largest option
* the border should be part of the shadow tree
Apart from that, it's mostly ready for review.
