script: Fire scroll event whenever JS scrolled ( #38321 )

Implement JS scroll event firing compliant to
https://drafts.csswg.org/cssom-view/#scrolling-events . Basically
whenever, the an element or the viewport is scrolled, we will fire a
scroll event. The changes push a scroll event whenever an API causes a
scroll position to change.
Testing: New WPT tests for basic APIs.

Add mock SVGImageElement interface to fix TIMEOUT WPT tests
which are related to ImageBitmap (html/canvas/*).

Rationality of this change to fire event "error" on any attempt to fetch
image resource on href attribute change to not block WPT tests
execution.

to be forwarded to the corresponding window of the body element, and
this PR adds the remaining ones. The full list can be seen in [this

Run same tests for layout-2020 and layout-2013 ( #30092 )

Most tests were only being run for layout-2013, not for layout-2020.
This wasn't great since layout-2020 is now the default.
So this patch unifies the lists of included tests for both layouts.
For layout-2013 this implies adding css/css-content/, css/css-logical/
and css/css-masking/clip/.
For layout-2020 this implies adding several additional css tests, and
also tests like dom/, js/, html/, etc.
