Render HTML <canvas> elements on layout 2020

This is a feature that was never properly implemented in the previous
layout system. We still need to preserve their in-tree order in the
display list though.

Add initial support for stacking contexts to layout_2020
These changes add initial support for stacking contexts, enabling some parts of z-index to work properly.

This adds very rudimentary support for paint order in stacking context.
In particular z-index is now handled properly, apart from issues with
hoisted fragments.

This makes it so that position:fixed elements do not scroll with the
rest of the contents, but does not tackle the rest of the issues with
their positioning.
Add support for overflow:scroll and overflow:hidden to layout_2020
This adds clipping and interactive scrolling support, but scrolling from
script is still not functional.

Add CRLF to encoded multipart form data

Some (3) WPT tests were failing because they expected the body for a multipart form data response to end with a CRLF. So I updated encode_multipart_form_data to add the missing terminator.
Looking at the corresponding spec (https://html.spec.whatwg.org/multipage/form-control-infrastructure.html#multipart%2Fform-data-encoding-algorithm) and RFC (https://tools.ietf.org/html/rfc7578), I couldn't find anything mentioned about this detail.
