A document's named getter collects elements with either matching name or
id's (varies per element type) and returns them .
We implement this the following way:
* Create an iterator with elements whose `name` attribute matches
* Create an iterator with elements whose `id` attribute matches
* Concatenate both
The spec then asks us if there is more than one element in the list,
which we implement by checking whether the iterator returns `None` after
we get the first element. However, the same element can appear in both
iterators if it is a `img` element and both it's name and id attribute
match. Therefore, we need to check if there are more elements *which are
not equal to the first one*.

The data_url Mime parser has a more conformant behavior in most cases,
including dealing with charsets.

Propagate through documents a flag that represents if any of the
ancestor navigables has a potentially trustworthy origin.
The "potentially trustworthy origin" concept appears to have gotten
confused in a couple of places and we were instead testing if a URL had
"potentially trustworthy" properties.
The main test for the ancestor navigables is

http://www.robohornet.org gives a score of 101.36 on master,
and 102.68 with this PR. The latter is slightly better,
but probably within noise level.
So it looks like this PR does not affect DOM performance.
This is expected since `Box::new` is defined as:
```rust
impl<T> Box<T> {
#[inline(always)]
pub fn new(x: T) -> Box<T> {
box x
}
}
```
With inlining, it should compile to the same as box syntax.
In a later PR, DomRoot<T> will become a type alias of Root<Dom<T>>,
where Root<T> will be able to handle all the things that need to be
rooted that have a stable traceable address that doesn't move for the
whole lifetime of the root. Stay tuned.

This fixes a bug where partially loaded content is displayed to the user
before it should be, usually before stylesheets have loaded. This commit
supresses reflows until either FirstLoad or RefreshTick, whichever comes
first.
Unfortunately, hit_test and mouse_over did not do reflows if they were
necessary, and so by suppressing the initial spurious reflows, these
methods started to panic without a display list to query. This patch
also transforms these into queries similar to the other existing
queries.
