Serde_core was released which has all the traits and allows some crates
to have parallel compile times.

serde_bytes already depends on on serde_core. Additionally added serde
and serde_core to dependabot group.

The new version of rust allows us to elide some lifetimes and clippy is
now complaining about this. This change elides them where possible and
removes the clippy exceptions.

`std::time` is good enough for us here. `cookie` is using `time 0.3`,
but Servo can convert to standard library types when getting data from
`cookie`. This reduces our direct dependencies and removes more use of
the very old `time 0.1` series.

hyper_serde changes very infrequently and typically only in order to
upgrade Servo dependencies. crates.io lists hyper_serde as having no
dependents, and its integration will not prevent releasing new versions.
Integrating it will both reduce the number of repositories we have to
maintain as well as making it easier to upgrade Servo dependencies.
