229b176321 Implement Worker#terminate() (fixes #4427). 
Adds support for terminating DOM workers. A closing flag was added to
WorkerGlobalScope per the spec.

14e55e3082 Disable workers tests in __dir__.ini rather than include.ini. 
This ensures those tests are skipped when running ./mach test-wpt workers.
