Thanks to ipc-channel 0.20. It's now possible to enable multiprocess
mode on Windows.
Testing: On Windows, run `./mach build -r && ./mach run -r -- -M` We
don't have any CI workflows run on multiprocess IIRC.

`rust-analyzer` shows a `zombie_process` warning, but only on macOS as
far
as I can tell. This change ignores the warning here. We aren't currently
in a position where we can reliably `wait()` on spawned processes, which
needs to happen as part of a larger multiprocess / cleanup effort.
Testing: No testing as this just ignores an LSP warning.

This introduces a process manager that holds for each process a
"lifeline": this is the receiving end of a ipc channel that is not used
to send anything, but only to monitor the process presence. We turn that
ipc receiver into a crossbeam one to integrate the monitoring into the
constellation run loop. The sender side is made part of the initial
"UnprivilegedContent" data structure sent to the new process, both for
content and for service worker processes.
When a process dies we currently wait() on it to let the OS do a clean
shutdown.

Flatten and simplify Servo's preferences code. In addition, have both
preferences and options passed in as arguments to `Servo::new()` and
make sure not to use the globally set preferences in `servoshell` (as
much as possible now).
Instead of a complex procedural macro to generate preferences, just
expose a very simple derive macro that adds string based getters and
setters.
- All command-line parsing is moved to servoshell.
- There is no longer the concept of a missing preference.
- Preferences no longer have to be part of the resources bundle because
they now have reasonable default values.
- servoshell specific preferences are no longer part of the preferences
exposed by the Servo API.

Disable some code for Windows, which is causing build warnings. When it
cannot be easily disabled (mainly for the incomplete BHM and sandbox
feature), allow dead code.
