Extract panic-catching for JS engine callbacks into a separate function

All of our generated code for script contains inline code like this:
```
let result = panic::catch_unwind(AssertUnwindSafe(|| {
    ...
};
match result {
    Ok(result) => result,
    Err(error) => {
        store_panic_result(error);
        return false;
    }
}
```
This PR change it to something like this:
```
wrap_panic(|| { ... }, false)
```

066775915c Simplify stacking context collection
Simplify the way that stacking contexts are collected. Instead of
passing the StackingContextId down the tree, pass the parent
StackingContext itself. This will allow future patches to get more
information about the parent stacking context (such as location).

Also remove the return value of collect_stacking_contexts, which was
unused.

Step 2 of: https://html.spec.whatwg.org/multipage/browsers.html#dom-location-assign says we should throw an error. This makes it do that.

Add a unit test for `SpecificFragmentInfo`.

65e3db1c0d layout: Add a REPOSITION restyle damage type.
Separating out `REPOSITION` from `REPAINT` allows us to compute
stacking-context-relative positions without rebuilding the display list.
This saves a lot of time when responding to script-to-layout queries.

1235f4bff6 layout_thread: Add an assertion that reflows destined for the display
have no layout queries, and vice versa.

We should clean this up, but let's enforce it with an assert for now.

Avoid huge numbers of warnings for atom_macro.

This avoids the perma-Travis failure from exceeding the log size due to the number of warnings from this module. I am filing a separate PR to fix the code generation to avoid the warning.

in **testing_commands.py**, I linked the new command to **test_perf.sh**
in **test_perf.sh**, it prepares tp5n.zip and virtual environment
then runs **test_all.sh**
