Support keyword values for 'cursor' in geckolib
This has a big hard-coded `match` instead of a generated one because Servo's Cursor enum is not generated by Mako code; instead it's in `style_traits` where it can be shared with Servo's gfx and windowing code.
We *could* move this mapping into the macro that generates the Cursor enum, but it would either involve the same amount of code duplication, or make style_traits depend on gecko_bindings. I'm not really sure which is best; open to suggestions.

Generate debug and release Gecko bindings.

This makes `generate_style_structs.py` generate bindings for both `DEBUG` and non-`DEBUG` Gecko configurations. The corresponding generated bindings are used in geckolib based on `cfg(debug-assertions)`.
I regenerated bindings on top of Gecko master plus https://bugzilla.mozilla.org/show_bug.cgi?id=1277154 (landing soon), which tripped up the bindgen due to bitfield layout issues.

Changes include:

- Expose ResourceThreads to document_loader, workerglobalscope, worker, and global
- Fix encode_multipart_form_data
- Other small fixes to accommodate the above changes
WebRender.
This happens asynchronously, just as it does in non-WebRender mode.
This functionality is a prerequisite for doing proper display-list-based
hit testing in WebRender, since it moves the scroll offsets into Servo
(and, specifically, into the script thread, enabling iframe event
forwarding) instead of keeping them private to WebRender.
Requires servo/webrender_traits#55 and servo/webrender#277.
Partially addresses #11108.
