Simplify TOML syntax

* Sections like `[dependencies.foo]` can be entries in a `[dependencies]` section with the `{key = value}` syntax.
* Per-target dependencies can be expressed with more general `cfg(…)` conditions instead of exact target triples: https://github.com/rust-lang/cargo/pull/2328

6889f37d9e Remove the url! plugin. 
In rust-url 1.0 the `Url` struct is going to have private fields, and there
is no way to to create an aribitrary one without going through the parser.

The plugin never had a clear demonstrated performance benefit,
it was made mostly because it was possible and relatively easy at the time.

The function is only used in the 'style' component, so we'll move it
there alongside other relevant parse functions.

dd503dfacb Refactor style to be completely backend-independent 
This commit refactors the style crate to be completely independent of
the actual implementation and pseudo-elements supported.

This also adds a gecko backend which introduces parsing for the
anonymous box pseudo-elements[1], although there's still no way of
querying them.

384cdfcfff Hoist ParseErrorReporter into style and remove the dependency on msg. 
The pipeline id stuff is currently unused. If someone needs it, they can add
an additional trait bound on their css error reporter to get the pipeline id.

8b95d7b8d8 Auto merge of #8757 - servo:skia, r=mbrubeck 
Use skia and deps from crates.io.

This makes the initial download for skia go from a 300 MB git repository to a 5 MB tarball. This should help with issues like #6132 and #7687.

Fix https://github.com/servo/skia/issues/70

This builds, but the at the moment causes a number of tidy errors for duplicated crates.

Updated string_cache, html5ever, xml5ever and selectors in Cargo.toml files and Cargo.lock.
Removed references to string_cache_plugin.
Import atom! and ns! from string_cache.
Replaced ns!("") by ns!().
Replaced ns!(XML) and co by ns!(xml) and co.
Replaced atom!(foo) by atom!("foo").
Replaced Atom::from_slice by Atom::from.
Replaced atom.as_slice() by &*atom.
