Support offset- logical properties
I didn't realize that these map to the top/left/bottom/right physical properties. We can just implement them.

Support logical properties in style
Adds support for the logical block-end/inline-start/etc properties. These properties (like `border-block-end-color`) map to "physical" properties (e.g. `border-top-color`) depending on the writing mode.
Todo:
- [x] Handle shorthands
- [x] Make geckolib setters work
- [x] Handle padding/offset logical properties
- [x] Perhaps handle `-block-size`, `-inline-size` type logical properties?
- [x] Tests?
This will overall add 16 new longhands and 4 new shorthands, taking a big bite out of the [remaining properties work](https://manishearth.github.io/css-properties-list/?stylo=hide&servo=hide&firefox=only&chrome=show&mdn=false&alexa=false)

Network Security : Implement StrictOrigin and StrictOriginWhenCrossOr…
This pull request contains commit implementing initial steps for Improving Network Security project. As part of initial steps referer policy enums for strict-origin and strict-origin-when-cross-origin have been added to [hyper](https://github.com/hyperium/hyper/pull/943). Unit tests and additional logic has been added to handle these policies. Since enum changes are available on hyper version 0.9.11. We had to update hyper version to 0.9.11.
Hyper 0.9.11 depends on num_cpus 1.1.0. To avoid different version of num_cpus. We have updated rayon version from 0.4.0 to 0.4.3. Cargo.toml of util, style, geckolib, stylo component has been updated to use num_cpus version 1.1.0 instead of 0.2.2.

Referer policy strict-origin and strict-origin-when-cross-origin changes have been implemented. Relevant unit test cases have been added. Enum for RefererPolicy has been added to hyper codebase and v 0.9.11 of hyper contains these changes.
This commit also contains changes related to upgrade of hyper from v0.9.10 to v0.9.11. Other dependencies changed are rayon, utils, num_cpus.

The purpose of the code changes is to enable the use of promises in the Service Worker container. I also modified the Service Worker test in order to support the promises.
webgl: Add basic support for framebuffer attachments
This is by no means a complete implementation, but I've slowed down on working on it, so I think we should look at what it takes to merge the current code. There are some major features missing, like initializing renderbuffers to 0 (uninitialized memory leak), tracking the attachments' attributes (width/height/format) for parameter requests, and lots of missing glCheckFramebufferStatus() validation. On the other hand, this is enough to run some demos using FBOs.

This is not a complete implementation yet: It doesn't clear the
contents of the renderbuffer on creation. However, Gecko's plan to
only clear renderbuffers when the first FBO using them is the
simplest.
