Regenerate bindings for latest mozilla-central -> stylo merge. I had to tweak somethings in build_gecko.rs to get it to compile with the new bindgen, which then resulted in me having to tweak a bit in glue.rs. Not sure if there's a better way than what I've done here. (Note that the name `RawServoAnimationValueBorrowedList` is a little misleading, since it's naming a Gecko type (nsTArray) with Servo types (ServoAnimationValue pointers) inside it.)

The script timeout duration may be set to null, indicating that an
injected script should run indefinitely without getting interrupted.
This change fixes the internal data structure, but does not address the
parsing of the input arguments to handle_set_timeouts.
The WebDriver timeout configuration durations should be associated with
the session so that they do not bleed across sessions. Since they are
currently stored on the WebDriverHandler, a call to the SetTimeouts
command will cause them to affect the subsequent session.
The WebDriver standard never defined acceptSslCerts, but it was used
by legacy Selenium implementations. The standard does however define a
slightly more negative-sounding capability called acceptInsecureCerts,
which to greater extent warns users about what its consequences are.
The WebDriver standard no longer specifies that the takeScreenshot and
takeElementScreenshot capabilities since it is assumed that all driver
implementations must support these features.
Refactor away ScriptThread::alter_resource_utilization().
It's used in two places, one of which already has access to the Window.

make -webkit-text-stroke color and width shorthand no longer sensitive to ordering

this makes `-webkit-text-stroke` shorthand work with line-width and color in either order.
I added a shorthand parser test to the existing inherited_text test, which wasn't very similar to any of the other tests in there, hope sticking shorthand below the longhand stuff is ok.

This fixes a pair of bugs that caused some borders to be ignored by the border-collapse code. r? @notriddle

Previously the block-start collapsed borders from rows/cells were
written to `preliminary_collapsed_borders` but never read. This fixes
the block-direction part of #14834.
Use Heap instead of UnsafeCell in DOM reflectors
The previous `Reflector` implementation did not use post barriers, so we could crash when storing nursery objects in a `Reflector` structure that were later moved out of the nursery.
