layout: Stop call normal block size assignment for flex container
No need to call the `assign_block_size_block_base()` method of normal block in flex.rs since it is implemented for CSS2.

Instead of only promoting flows with positioned fragments to containing
blocks, also do this for flows which have the transform, perspective or
filter properties set. This is what the spec requires and also fixes
some failing tests. It will allow us to stop creating stacking contexts
for overflow:hidden and overflow:scroll flows.

If omitting the universal selector in the serialization is possible, we
should do it so we obtain a shorter serialization (to match the behavior
asserted in cssom/serialize-namespaced-type-selectors.html).
For example, if someone writes *|*::before and there is no default
namespace, we should serialize to ::before; however, if there is a
default namespace, we should serialize to *|*::before.
(This is the test case "Universal selector in any namespace followed by
pseudo element).
This matches the behavior implemented by WebKit; that one case in
particular isn't implemented by Gecko, but other cases where the
universal selector should be elided are implemented by Gecko but were not
previously by Servo.
Once again it seems we don't need to preserve the original prefix name,
and this lets to_css serialize to the shortest form when there is no
default namespace and the *| prefix is used.
Selectors § 6.1.1 says:
Element type selectors that have no namespace component (no namespace
separator) represent elements without regard to the element's namespace
(equivalent to "*|") unless a default namespace has been declared for
namespaced selectors (e.g. in CSS, in the style sheet). If a default
namespace has been declared, such selectors will represent only elements
in the default namespace.
Then if there is no default namespace, *| (which we write as
QNamePrefix::ExplicitAnyNamespace) is equivalent to what we write as
QNamePrefix::ImplicitAnyNamespace; the latter has a shorter
serialization, so we should use that.
Improve font layout in Linux / Freetype platforms.
This patch contains two small changes:
* Fix the font size calculation that is passed to Freetype. This
now matches exactly how Webrender and Gecko calculate font size
to pass to layout.
* Enable light hinting by default for fonts when using Freetype.
We should make this configurable in the future, but this is a
better default than no hinting (and matches what most Linux
distros default to).
These two changes (along with the pending WR update) fix a lot
of the font layout issues on Linux. There is still at least one
remaining issue with hidpi displays on Linux that will be fixed
in a follow up patch.

This fixes an issue where an empty <style> element's data is set but the
style is not updated. An HTMLStyleElement parent re-parses in its
children_changed implementation.
The clip for overflow:scroll clip was not including the space for
padding, which could lead to some content being clipped when it
shouldn't. This changes fixes that issue.
A test is skipped because this fix also stops hiding a failure due to
mispositioned text.
Fixes#16576.
We parse when assigning using the namespaces of the stylesheet. It isn't
clear if the spec says to do that (Firefox doesn't support the setter at
all, Chrome does, Safari doesn't); the spec issue is here:

Also fix ToCss implementation of AttrSelectorOperator to not pad with
spaces, to conform with CSSOM. This means we have to update some unit
tests that expect operators with spaces around them in attribute
selectors to roundtrip.

stylo: Bug 1357357 - Make the parser of transition-property match the spec.
These are interdependent patches of Bug 1357357. We add one more arm, TransitionProperty::Unsupported, which stores the string of non-animatable, custom, or unrecognized property, so we can parse these kinds of properties and serialize them correctly. This is necessary because we need to start transitions even though some transition-properties are non-animatable, custom, or unrecognized.

1. We add a new arm to TransitionProperty, TransitionProperty::Unsupported,
which contains an Atom, so it's better to remove the Copy trait from
TransitionProperty.
2. TransitionProperty::Unsupported(Atom) represents any non-animatable, custom,
or unrecognized property, and we use Atom to store the ident string for
serialization.

propagate restyle damage manually to its children since they were
already reflowed. Also, test the border box to see if it can fit into
