Buffer perf notifications in paint timing test
Paint timing notifications may be fired before the observer starts observing, so we need to buffer these notifications.

Fix the long-standing bug where items that are positioned and have
overflow:scroll or overflow:auto automatically create stacking
contexts. In order to do this we need to fix another bug where display
list sorting can put a Clip or ScrollFrame definition after the first
time it is used in a display list.
Improve containing block creation for position:absolute flows
Instead of only promoting flows with positioned fragments to containing
blocks, also do this for flows which have the transform, perspective or
filter properties set. This is what the spec requires and also fixes
some failing tests. It will allow us to stop creating stacking contexts
for overflow:hidden and overflow:scroll flows.
Fixes#18091.

These tests assumed that foo-á would create a HTMLUnknownElement; however,
foo-á is a valid custom element name; therefore, according to the spec, a
HTMLElement instace is created instead. I changed the name to fooá so a
HTMLUnknownElement is created as the test expects.

In order to properly handle CSS clipping, we need to keep track of what
the different kinds of clips that we have. On one hand, clipping due to
overflow rules should respect the containing block hierarchy, while CSS
clipping should respect the flow tree hierarchy. In order to represent
the complexity of items that are scrolled via one clip/scroll frame and
clipped by another we keep track of that status with a
ClipAndScrollInfo.
The clip for overflow:scroll clip was not including the space for
padding, which could lead to some content being clipped when it
shouldn't. This changes fixes that issue.
A test is skipped because this fix also stops hiding a failure due to
mispositioned text.
Fixes#16576.
Implement paint worklet properties
<!-- Please describe your changes on the following line: -->
This is the final PR to get basic paint worklet support. It adds support for paint worklet properties (https://drafts.css-houdini.org/css-paint-api/#paint-definition-input-properties). When a paint worklet is registered, it specifies a list of CSS properties, and is provided with their computed values when it is invoked.
This is a dependent PR:
* "Implemented paint worklets invoking worklet scripts" is #17239.
* "Implemented paint worklets rendering contexts" is #17326.
There should be tests added for this, hopefully the existing wpt houdini tests.

Implement the InputEvent
Add WebIDL, from UI Events working draft.
Implement script type for event.
Note that actually firing InputEvents is not part of this commit.
<!-- Please describe your changes on the following line: -->
As part of my effort to improve [keyboard handling](https://groups.google.com/forum/#!topic/mozilla.dev.servo/e6R7eBDjo4M) it is necessary to introduce the InputEvent. While I have a working prototype using the input event this still needs a lot of work before it can be merged into servo.

Propagate changes in custom properties' computed values to descendants
If ComputedValues.custom_properties differs between the old and new
ComputedValues, indicate that we have to propogate changes to
descendants by setting child_cascade_requirement to
MustCascadeDescendants in cascade_primary.
style::matching::TElement::cascade_primary already calls
accumulate_damage, which eventually calls
ServoRestyleDamage::compute_style_difference in order to check if other
properties' computed values changed. If any of those change, we signal
that we need to propogate changes for inherited properties.
With Properties & Values, some custom properties will not be inherited,
and we will need to revisit this.
