Update WR (clip scroll group work).
This shouldn't have any noticeable change on Servo, but as we land
various parts of the clip/scroll changes, keeping Servo up to date
will hopefully help catch any regressions early.

Prevent the constellation from panicking if there is a deserialization error

At the moment, the constellation panics if there is a deserialization error on an ipc channel. This happens in `/html/browsers/history/the-location-interface/location-protocol-setter-non-broken.html` due to the URL deserialization errors caused by https://github.com/servo/rust-url/issues/278.
This PR stops the constellation from panicking, so we can get a crash report for deserialization errors.
