The QualName type which MallocSizeOf is implemented for is a markup5ever
type which is re-exported in both html5ever and xml5ever.

This is unfortuante, but it's the only way to stop making Stylo's
`malloc_size_of` depend on so many of Servo's dependencies. This is an
important step on the way toward releasing Stylo as standalone software.
When possible, we defer to the implementation of `MallocSizeOf` that is
in the base class.
One benefit of this change is that we start properly measure the size of
WebRender types, which before were always set to zero.
In addition the `Measurable` class is removed in favor of simply
manually implementing `MallocSizeOf`, which doesn't require
uncomfortably modifying the shape of data structures.

- The standard `dev` mode is often too slow for daily work on servo
- Increasing the optimization level to 2 improves the performance noticably.
- Build time for opt-level = 1 is slightly higher than 2 on my machine
- Reducing debug info to `line-tables-only` improves link and build times,
while still keeping relevant info for backtraces.
Also extend .servobuild to allow setting custom cargo profiles instead
of just release and dev.

System fonts used to be instantiated using the system font loader and
this change restores that behavior. In addition, on macOS and FreeType
platforms font data for system fonts is loaded using memory mapping. The
benefit is that system font loaders typically are able to cache fonts in
system memory (using memory mapping, for instance) and we'd like to load
them in a the way most compatible with other applications.
On my Linux system, this manages to get the overhead of loading a very
large font down from 10ms to approximately 1ms. Subsequent runs show
even less overhead. We've measured similar gains on macOS systems.
Currently, system font data must be loaded into memory manually for
canvas and this is unlikely to change even with a switch to `vello`. The
use of explicit memmory mapping should help in this case -- though it
probably won't be possible to use this properly on macOS and Windows if
we ever want to load fonts from TTCs properly.

This removes the last few uses of `time@0.1` in Servo. There are still
dependencies from `style` and `webrender`, but they will be removed soon
as well. The uses of this version of `time` are replaced with
`std::time` types and `time@0.3` when negative `Duration` is necessary.

This changes converts all input element parsing and normalization to use
`time` instead of `chrono`. `time` is used by our dependencies, so it
makes sense to work toward removing the Servo dependency on chrono.
In addition, parsing and normalization also moves to a trait on &str to
prepare for the possibility of all script parsers moving to a separate
crate that can have unit tests written against it.
Code duplication is eliminated when possible and more conversion is done
using integer types. These two things together mean we pass more tests
now.
