These events are triggered as soon as a transition is added to the list
of running transitions. This will allow better test coverage while
reworking the transitions and animations processing model.
This change adds support for canceling CSS transitions when a property
is no longer transitionable or when an element becomes styled with
display:none. Support for canceling and replacing CSS transitions when
the end value changes is still pending. This change also takes advantage
of updating the constellation message to fix a bug where transition
events could be sent for closed pipelines.

Event dispatch rewritten to align to spec, activate on clicks better
I went over the changes to the event dispatch spec that had accumulated over the past few years, rewriting dispatch/invoke/inner-invoke almost completely and modifying other code where it was relevant. Most of the remaining obvious deviations from spec are things that will only come up when we start handling events in shadow DOM.
I am pushing now because I want to see CI test results, but please do not approve this PR just if automated test improvements look good. I may have broken some actual UI interactions in the course of fixing synthetic events, and some manual testing is needed, including checking that manual interactions with interactive content continue to fire the events they're supposed to.

a) Added the maxSize Field to the PerformanceEntryList structure.
b) Implemented the clearResourceTimings, setResourceTimingBufferSize, onresourcetimingbufferfull fuctions for the Performance Structure according to the Interface Specification given at : https://w3c.github.io/resource-timing/#sec-extensions-performance-interface
