Auto merge of #24708 - szeged:webgpu-base, r=gterzian,kvark
Initial implementation of WebGPU API

- Added the WebIDL bindings for GPU and GPUadapter interfaces.
- Created a background thread for WebGPU api calls.
- Established the async communication between the background thread and the WebGPU interfaces.
- Implemented the `requesAdapter` function of `navigator.gpu`

`./mach test-tidy` reports an error due to the different `arrayvec` version used in `servo` and `webgpu`, so added it to the ignore list in `servo-tidy.toml`

Include missing dependency requirements

Running `servo-tidy` in a virtualenv where all you've done is `pip install servo-tidy==0.3.0` doesn't actually work because of missing dependencies. PyYAML and voluptuous are required as well. I don't know anything about python package management but declaring these missing dependencies seems like an appropriate thing to do. Patch itself is untested because I don't know how, although with these dependencies installed in my virtualenv running `servo-tidy` works.

Include missing dependency requirements

d0abd1cdfa Update buildbot_steps lint to handle env variables
https://github.com/servo/saltfs/pull/687 added support
for specifying environment variables in `buildbot_steps.yml`.
Update the servo-tidy buildbot_steps.yml linter to reflect this.

Use the voluptuous Python library (BSD 3-clause license) for validation
in lieu of a much larger hand-written implementation.
Update the tidy self tests to take into account the new error messages.

959ce482dd Stop relying on linking details of std’s default allocator
We’ve been bitten before by symbol names changing:
https://github.com/servo/heapsize/pull/46
and upstream is planning to stop using jemalloc by default:
https://github.com/rust-lang/rust/issues/33082#issuecomment-309781465

So use the (relatively) new `#[global_allocator]` attribute
to explicitly select the system allocator on Windows
and jemalloc (now in an external crate) on other platforms.
This choice matches current defaults.

efc3683cc7 Fix commonmark Markdown warnings in docs, part 1
Fixes warnings from rust-lang/rust#44229 when `--enable-commonmark` is
passed to rustdoc.

This is mostly a global find-and-replace for bare URIs on lines by
themselves in doc comments.

- Change domparsing spec link from domparsing.spec.whatwg.org to w3c.github.io/DOM-Parsing
- Remove from tidy since it's already covered by w3c.github.io
- Update test manifest
