Currently fonts are using incorrect metrics and the app uses the console
subsystem. This patch adds aliases so that font metrics are found and
instructs the linker to use the windows subsystem.

NOTE: This is not yet ready to merge. The RUSTFLAGS isn't getting set right.

Instead of simply rounding layer origins and discarding subpixel
offsets, accumulate them by transforming them into the space of the
next child stacking context. This is an attempt to eliminate subpixel
differences that are caused by different stacking context boundaries in
reference tests.

Instead of simply rounding layer origins and discarding subpixel
offsets, accumulate them by transforming them into the space of the
next child stacking context. This is an attempt to eliminate subpixel
differences that are caused by different stacking context boundaries in
reference tests.

Currently these accumulated subpixels are only used for text
positioning, but the plan is that they can be used for all drawing in
the future.

Fix table vertical alignment (middle, bottom)

Fixes table cell vertical alignment (middle, bottom, not yet baseline) when the row contains cells of differing heights.

Moved the work done earlier by @notriddle into a separate public function on TableCellFlow. This function is then called by TableRowFlow once the cell's block size has been calculator.

Chunked ReadFile from file manager

+ Introduce a `ReadFileProgress` sender in the `ReadFile` msg to file manager, and implement the related I/O operations
+ Change `tests/unit/net/test.jpeg` from a 4.8K file to a 39K file to better test the chunked reading (Since one chunk is maximally 8129 Bytes).

Removed a method that seemed to duplicate already existing functionality, and returned BrowsingContextErrors in the web_handler file where panics were previously occurring.

I am not sure if I like all the unwrapping that occurs in the script thread, but the current methods are not set up to return Option/Result.

Also, should line the method on line 37 `find_node_by_unique_id` of components/script/webdriver_handlers.rs return None if the context is not found like I have it currently? Or should it return a `Result<Option...>` instead?

script: Fix a few load related bugs.
This is what was making me hit the new test failures. So turns out that when the
DOMContentLoaded event is fired we fired no messages to the constellation, but
we fired the DOMLoad message from the DocumentProgressHandler, effectively after
having dispatched the Load message from script thread.

This also fixes the possibility of a subframe navigation not blocking the load
event of the parent document, for example.
