script: Move gamepad DOM interfaces to script/dom/gamepad/ (#38900)
Moves interfaces defined by the gamepad spec to the
`script/dom/gamepad/` module from `script/dom/`.

Testing: Just a refactor shouldn't need any testing
Fixes: N/A
