Fix unsafe AtomicRefCell<T> transmutes in Layout component <!-- Please describe your changes on the following line: --> Fixes unsafe transmute between `AtomicRefCell<PersistentLayoutData>` and `AtomicRefCell<PartialPersistentLayoutData>` which have different memory alignment in 32 bit archs leading to SEGV crashes.
