Sebastian C d671f58078 Add CookieStore pref and add baseline test expectations (#38154) ... This adds a preference to control the Cookie Store feature. Also enables the Cookie Store WPT tests with the preference and adds the expectations as a baseline. These tests are expected to be failing because we have not implemented the Cookie Store yet.
