Add support for WebGL2 MIN_PROGRAM_TEXEL_OFFSET Improves the support of the WebGL2 `MIN_PROGRAM_TEXEL_OFFSET` property (ie. stores it as a signed integer) and adds support for querying it using GetParameter.
