Martin Robinson 3fcff73f4d Only check the GStreamer installation when building 
Instead of always checking whether GStreamer is installed in mach's
`build_env`, only do this when actually building. Also, use the instance
variable to find features and look for the "media-gstreamer" feature
instead of looking for !"media-dummy."

Fixes #29797.

This directory contains various Python modules used to support servo development.

servo

servo-specific python code e.g. implementations of mach commands. This is the canonical repository for this code.

tidy

servo-tidy is used to check licenses, line lengths, whitespace, flake8 on Python files, lock file versions, and more.

wpt

servo-wpt is a module with support scripts for running, importing, exporting, updating manifests, and updating expectations for WPT tests.
