ISSUE-21257: set redirectEnd on PerformanceResourceTiming

Added the appropriate attribute and setters. Included a Timer struct with a `Drop` function to set this value to zero in error cases. Set the value to `responseEnd` on success. Eliminated tests that now pass.

Note: The WheelEvent interface supports rotation in all 3 spatial
dimensions. This implementation only supports two due to limitations
in the Glutin compositor.
The wheelevent interface is a dom interface that triggers for any
attached device that can rotate in one or more spatial dimensions.
Traditionally this is the mouse wheel though other devices could be
used as well. E.g. the trackball on a trackball mouse.

Add initial support for WebGL compressed textures
This patch is an initial implementation of WebGL compressed texture support, it contains
- functions for registering and querying compressed texture extensions
- initial implementation of `CompressedTexImage2D` and `CompressedTexSubImage2D` and their parameter validation
- implementation of S3TC (DXT1, DXT3, DXT5) and ETC1 extensions as examples
What's still missing:
- some of the parameter validation steps are missing
- the pixel comparison tests fail for more complex cases (I'm probably missing something trivial at the GL calls)
