Still needs a bunch of code in net to be converted in order to get more
advantage of this for images and stuff, but meanwhile this should help quite a
bit with #13778.

Free-standing fonctions parse_html and friends are now static methods
on ServoParser, and the HTML and XML tokenizers have been moved to private
submodules.

Invert conditional and return early from report_pending_exception

Previously, almost the entire body of `report_pending_exception` was in a conditional branch. We now return early if the function body does not need to be executed.

It now becomes RootedReference<'root> and includes an associated type for
the return type of its 'r' method.
This removes the need for OptionalRootedReference.
