Refactor and improve GPUErrorScopes
- Remove use of equivalent BGLs
- Capture errors from more `Createxxx` operations

Improved ErrorScope model attempts to-
1. Identify and report `OutOfMemoryError` separately.
1. Match `GPUErrorFilter` and pass on uncaptured errors to parent scope.
