Auto merge of #21608 - pyfisch:border-gradients, r=emilio 
Improve border images

Respect CSS border-image-width.
Properly support gradients as a border-image-source.

Add a new test and mark two more as passing.

fabb70f874 Improve border images 
Respect CSS border-image-width.
Properly support gradients as a border-image-source.
Only emit a border item if the border-width is non-zero
for simple borders but still emit one if the item is
an image as paint worklet that are not drawn cause servo
to hang and fail tests.

Add a new test and mark 4 more as passing.

7eff53e250 Implement border-image-outset 
Add an automatic test for border-image-outset with a gradient.
Convert two tests from UTF-8 LE with CRLF line endings to
UTF-8 with LF endings as the old files could not be viewed with servo.

Closes #16638

2442c7cabe Update test expectations. 
This test relies on pixel-perfect behavior, but the tests can result
in rasterizers being off by 1.0 / 255.0 for a few pixels.

3b3d4a9853 Unify background placement code 
Merges the implementations for background-image placement
from gradients and images. Add missing parts and fix bugs.

Now supported are the CSS properties:

* background-attachment (except for local value)
* background-clip
* background-origin
* background-position-x/y
* background-repeat
* background-size

It should be noted that backgrounds are not clipped to
rounded border corners.
