Absolutely replaced elements with padding were incorrectly setting their
block size to include twice the padding values. This attempts to stop
that extra padding for replaced elements but leave the working flow for
non replaced elements

In the near future, we'll be changing the blur algorithm in WR.
On native GPUs, this is fine - but on OSMesa, a blur of this
radius and spread is quite slow, and can cause test timeouts
when running with a lot of processes enabled.
Reducing the spread / blur shouldn't affect what this is testing.

(I think it'd be nicer to preserve the original value completely, but not going
to complain given we already do this for all sorts of Rect<T>s and such, and
this is much easier).
Before we did not properly descend intro truncated fragments when
collecting stacking contexts. This change makes sure that we descend
properly

Add support for position:sticky
This leverages the position:sticky support in WebRender to bring basic
support for position:sticky in Servo. There are still some issues with
nested sticky flows as well as a few other corner cases. Tests are
imported from WPT and can be removed once we update to the latest
version.
