style: Move the StyleSheetSet into the Stylist.
This will allow tracking whether there have been only additions to the
stylesheet set, and in that case don't destroy and completely rebuild the
invalidation map.
This is on top of #18143.

This will allow tracking whether there have been only additions to the
stylesheet set, and in that case don't destroy and completely rebuild the
invalidation map.
This is a temporary step needed to support Gecko's getKeyframes() API
until we implement bug 1391537. It only takes effect when
a ComputedValues object is supplied and only for longhand declarations.
The only reason why we had the `existing_style_for_style_damage` bit is to apply
some optimizations that we don't have anymore.
I still want to reintroduce a few of them, at least for the non-eager
pseudo-element case... But I think I won't need this at all.
This allows us to remove a fair amount of Gecko code too.
This moves us to clear on rebuild, which allows us to remove yet another place
where we track stylist dirtiness.

Bindgen bitfield enums don't work as return values with the Linux 32-bit ABI at
the moment because they wrap the value in a struct.
This causes the Rust side to believe the callee expects space for the struct
return value, while C++ believes it's just an integer value.

Using namespace id fixes this issue because in Gecko, the pref of MathML
(as well as SVG) works in the way that we choose a different namespace
id (the disabled id) for the elements. Those ids are mapped to the same
namespace atom as normal ids, which means if we use the atom, we would
treat the elements like normal mathml elements.
