Some fixes to selector serialization re: namespaces and universal selector

- Fix eliding default namespace when serializing
- Fix shortest serialization property when namespace prefix is `*|` and there is no default namespace
- Omit universal selector when serializing to match `cssom/serialize-namespaced-type-selectors` (again so we get the shortest serialization)

1301bcdf10 Omit serializing the universal selector when possible.
If omitting the universal selector in the serialization is possible, we
should do it so we obtain a shorter serialization (to match the behavior
asserted in cssom/serialize-namespaced-type-selectors.html).

For example, if someone writes *|*::before and there is no default
namespace, we should serialize to ::before; however, if there is a
default namespace, we should serialize to *|*::before.
(This is the test case "Universal selector in any namespace followed by
pseudo element).

This matches the behavior implemented by WebKit; that one case in
particular isn't implemented by Gecko, but other cases where the
universal selector should be elided are implemented by Gecko but were not
previously by Servo.

989b707623 Elide the explicit any namespace prefix when lacking default namespace.
Once again it seems we don't need to preserve the original prefix name,
and this lets to_css serialize to the shortest form when there is no
default namespace and the *| prefix is used.

Selectors § 6.1.1 says:

    Element type selectors that have no namespace component (no namespace
    separator) represent elements without regard to the element's namespace
    (equivalent to "*|") unless a default namespace has been declared for
    namespaced selectors (e.g. in CSS, in the style sheet). If a default
    namespace has been declared, such selectors will represent only elements
    in the default namespace.

Then if there is no default namespace, *| (which we write as
QNamePrefix::ExplicitAnyNamespace) is equivalent to what we write as
QNamePrefix::ImplicitAnyNamespace; the latter has a shorter
serialization, so we should use that.

Have CharacterData call children_changed on its parent when data is set.

**Can't run WPT on my computer, so pushing here to run tests 😢**

Have CharacterData.SetData call children_changed on its parent when
data is set (if it is a Text node) so that HTMLStyleElement parents can
re-parse. Add variant ChildrenMutation::Text for it to use as the
mutation.

This fixes an issue where an empty <style> element's data is set but the
style is not updated. An HTMLStyleElement parent re-parses in its
children_changed implementation.

92ec8f15f0 Implement CSSStyleRule.selectorText.
We parse when assigning using the namespaces of the stylesheet. It isn't
clear if the spec says to do that (Firefox doesn't support the setter at
all, Chrome does, Safari doesn't); the spec issue is here:
https://github.com/w3c/csswg-drafts/issues/1511

Also fix ToCss implementation of AttrSelectorOperator to not pad with
spaces, to conform with CSSOM. This means we have to update some unit
tests that expect operators with spaces around them in attribute
selectors to roundtrip.

This implements the CE-related steps when creating elements. `is` is now support by `document.createElement` and is stored on `Element`s. Only synchronously created autonomous elements are supported as async element creation and customized built-in elements both require custom element upgrade reactions.

Fix several bugs related to scrolling

* scrollLeft/scrollTop returned values of parent or even document root
   Only the scroll of the node itself is returned. Otherwise 0.0.
* Scrolling via script had set viewport.
   This resulted in other nodes appearing scrolled.
   Now scroll_offsets are updated with correct node id.

These bugs caused other odd behavior like both body and
document.documentElement being scrolled or the view for scrolled
elements jumping.

Also try scrolling this [example page](https://pyfisch.org/stuff/scrolltest.html) in servo with and without this change.

80dee7a65f Force HTMLStyleElement to create a new CSSStyleSheet when re-parsing.
We already call Document::invalidate_style_sheets and set
the stylesheet member to a new Stylesheet. This matches the behavior of
Firefox, and means the new CSSStyleSheet you get from accessing .sheet
from JS will be correct instead of stale.

(::get_cssom_stylesheet already tries to use the new Stylesheet, but
MutNullableJS::or_init is called, so if we already created a
CSSStyleSheet we will continue to return that one).

18dbfced52 Correctly test CSSStyleRule.style.
Remove the assert_readonly test and add one to verify that assigning to
CSSStyleRule.style correctly forwards to CSSStyleRule.style.cssText.

We currently test for whether CSSStyleRule.style is read-only by
trying to assign to it; however, the spec has it as actually:

interface CSSStyleRule : CSSRule {
  ...
  [SameObject, PutForwards=cssText] readonly attribute CSSStyleDeclaration style;
};

See: https://drafts.csswg.org/cssom/

The `PutForwards=cssText` means that assigning to CSSStyleRule.style
should actually assign to style.cssText.

Fix #6799: set stacking_context_position correctly on fragment_border_iterator

Hey,

First of all, this is my first PR to Servo project and I'm learning Rust, so sorry if you see something that it's not correct. I did that as best as I know.

This PR fix the issue #6799; I tried all the corner cases that I can think about it and always get the right result and the same as other browsers.

Related to the build:

- [x] `./mach build -d` does not report any errors
- [x] `./mach test-tidy` does not report any errors
- [x] These changes fix #6799

In the other hand, I added the test in the cssom folder, is where getBoundingClientRect  is defined, so I think that is the best place.

I'm sure that the line 122 can be better, but I didn't find a way to transform a Point2D from f32 to px in a easy way.

I'm here to listen to your recommendations and fix any issue.

Spec compliant implementation of the [update the image data algorithm](https://html.spec.whatwg.org/multipage/embedded-content.html#update-the-image-data).

Currently still a work in progress, the ['async src complete test`](https://github.com/servo/servo/blob/master/tests/wpt/web-platform-tests/html/semantics/embedded-content/the-img-element/img.complete.html#L33) is still passing as it was before, even though I switched to the new code, so I guess that's something.

@jdm I will be picking this up next weekend, I left a bunch of TODO and NOTES in the code, if you or someone else have time this week I would appreciate an initial scan and feedback.
