Treat flex flow as block in float calculation

This is on of my pull requests that implement basic flexible box layout.
Currently call `is_block_like()` on flex flow returns false. This would fix some errors in tests, for example 'flexbox-justify-content-horiz-001b.htm'.

This was making us fall in a loop where the start split was empty, but we didn't
ignore it because the current fragment had this flag, but then we treated it
differently depending on the white_space property.
Not totally sure this is the proper fix, but it makes sense to me. In case it
is:

Issue 8719: Add basic support for :active selector

Added toggling of active state for element and parents on mousedown/mouseup. Active state is removed when mouseout. (hover)
- As with my other PR i'm struggling a bit with the automated testing. I've added a manual test case and found quirks-mode/active-and-hover-manual.html which - aside from also being a manual test, is functional in Firefox but does not render correctly in Servo.
- Not implemented: In Firefox, behaviour differs with a <!DOCTYPE HTML> and an anchor does not lose it's activation on mouseout; whereas a button does.

It seems python in msys2 has some weird behavior. For __file__, it
returns a string which uses windows-style separator '\', however,
os.path.dirname only recognizes the unix-style separator '/', and
consequently, the path of Mako is not added properly.

The previous behavior is plain wrong, since that array has always at least one
element, so we effectively couldn't specify anything else than "ease" in our
animations.
